SPOTLIGHT ON STANDARDS:
In this issue of AP Update, we highlight the sections of the Standards for BOC Approved
Providers concerning measurable learning objectives. Your compliance with these
standards help to develop an essential foundation for the instructional design,
development, delivery, and assessment of an educational program.

When you know where you are headed, you can more easily get there. Well-defined and articulated
learning objectives are important because they:
• provide participants with a clear purpose to focus their learning efforts
• direct your choice of instructional activities
• guide your assessment strategies
Standard Action – Dos
Develop program outcomes, as well
as learning objectives that define the
knowledge and/or skills the AT is expected
to acquire through the completion of the
program ( 3. 4)
1. Begin with the end in mind. “At the conclusion of the
program, participants should be able to…”
2. Use Bloom’s Taxonomy Action Verbs to develop measurable
learning objectives. Choose from the measurable action
verbs listed in the middle ring.
3. Avoid using the following terms for objective construction:
appreciate, comprehend, demonstrate, experience, know,
learn, recognize, understand, use
4. Work with program faculty to develop measurable learning
objectives for their presentations.
Provide sufficient information to allow
prospective participants to judge the value
and appropriateness of the program (e.g.,
abstract, learning objectives, intended
level of audience (i.e., essential, advanced,
mastery). ( 1.6)
Include learning objectives on all CE program promotional
materials (website, flyers, brochures, etc.)
Each learning objective must have an
appropriate, corresponding strategy for
assessment of learning ( 5. 1)
Learning objectives are measured by participant assessments.
Participant assessments are required for each CE program.
Feedback must be provided to participants so they can assess
their mastery of the material.
